When you redeem your Faction Points at a nearby Priest of Balthazar, does that character have access to that skill (can use it) or does it only unlock it for that account?

If I remember correctly, it only unlocks for the account and not the character.

It only unlocks it for a pvp character you create

yep, you do not get the skill or upgrade, you only unlock it for your pvp character.
